work space for artists is also an opportunity
to inject hope into blighted communities by
serving as a cornerstone for neighborhood
redevelopment.

Every American city is concerned with the plight
of its artists. Mayors all over the country strain
to invent policies to keep artists in town, but few
have achieved this goal. Artists commonly settle
in marginal neighborhoods, elevate them, then
are forced out by rising rents from profit-seeking
developers. Artists generally cannot compete with
the real estate developers to create and own their
studios.
